Roman Law Requires Jewish Taxes Go to Treasury

Emperors Arcadius and Honorius issue a new law requiring any taxes collected by Jewish leaders from the Jewish community be sent to the imperial treasury.

According to this new law:

"It is part of an unworthy superstition that the leaders of the synagogues are dispatched by the patriarch to collect gold and silver which they bring back. Everything that has been collected must be delivered to Our treasury.

In the future nothing will be sent to the Jews' patriarch. The Jews shall know that We have abolished this depredation. If anyone is sent on such a mission of collection by that despoiler of the Jews, they will be brought before judges to be sentenced as criminals." [CTh 16.8.14]

So the Jewish community is tolerated and allowed to exist, but they are to be denied the self-sufficiency that comes with allowing Jewish leaders to collect taxes of any sort.
