Constantine the Great orders that Jews are not only permitted to serve on municipal councils, they should in fact be expected to just like other citizens of the empire. They will, however, be given exceptions for a couple of Jewish leaders in each community.

Constantine's order says:

"We will allow municipal senates to accept Jews as members of the municipal council. To preserve from the former rule, two or three people from each group will be granted a perpetual privilege of not being disturbed by any nominations." [CTh 16.8.3]

Serving in the councils can create a heavy financial burden for a person because whatever the office is that they hold, they are expected to pay all the costs themselves personally — staff salaries, office resources, etc.
