In a discussion with Dr. Ludwig Fischer, administrator of the Warsaw district of Nazi-occupied Poland, Hans Frank agrees with Fischer's idea to create a ghetto in Warsaw and segregate the Jews from the rest of the population.

As Governor-General, Hans Frank will officially establish a ghetto in Warsaw on October 16, 1940.
