This is the earliest recorded reference in Germany to Jews being required to wear an identifying badge. Usually the badges which Jews are forced to wear are yellow or yellow and red.

This isn't the first reference to special badges for Jews anywhere, it's just the first recorded reference in Germany. It's a request for a dispensation from the city of Erfurt.
